GAFSP funding will support a multi-pronged approach to improving irrigation and drainage including: rehabilitating secondary canals to improve water delivery at the farm level, financing the preparatory work for the introduction of a water basin management system, and developing water management policies.

Water Management Policies:
GAFSP funding will help to enhance the administration capacity of the irrigation system and water management. Currently, many farms do not have water gates or water meters to regulate usage and the pricing of water usage is based on a flat rate model instead of a more sustainable volume-based model. GAFSP funding will strengthen the legislative and operational framework for local Water User Associations (WUAs) and a clarification of the roles of local and national authorities. This enhanced capacity will allow all stakeholders to have more input in irrigation policies, system maintenance, and fee setting.
