GAFSP Public Sector Window funds are only available to central governments of eligible countries for investment and/or Technical Assistance projects. All other entities are ineligible for direct GAFSP financing. However, CSOs, NGOs, academic institutions, subnational government offices, and private sector actors may have a role as third party implementers or service providers depending on program scope and design of programs in accordance with the internal policies, guidelines, and procedures of the selected Supervising Entity. During the Call for Proposals period, interested parties should reach out directly to the relevant country government.
The GAFSP Steering Committee recognizes the importance of participation by a wide range of stakeholders in the preparation and implementation of projects, therefore, during the proposal stage we highly encourage eligible governments to conduct wide consultations. This is taken into consideration when financing decisions are made and in final funding approval.
