Call for Proposals
GAFSP allocates funds for public investments based on competitive, open, calls for proposals that have clear, transparent guidelines set forth by the GAFSP Steering Committee. These guidelines require country ownership, including extensive consultation with stakeholders, constituents, and partners. For grants, the complete proposal packages are reviewed by a panel of independent, technical experts who recommend the best-suited projects to the Steering Committee for funding based on proposal strength, country need, and readiness to implement the project. The competitive nature of the funding ensures that countries work closely with their partners to put forward the best possible agriculture project.
GAFSP projects focus on country-led investments in one or more of the five key components: raising agricultural productivity; linking farmers to markets; reducing risk and vulnerability; improving non-farm rural livelihoods; and technical assistance and institutional support. A more detailed scope of the Program is reflected in the Framework Document.

Special Call (2019)
This Special Call for Proposals targeted countries affected by fragility, conflict, and violence closed on September 10, 2019. GAFSP received applications from all 24 eligible countries: Burundi, Central African Republic, Chad, Comoros, Côte d'Ivoire, Djibouti, DR Congo, The Gambia, Guinea-Bissau, Liberia, Mali, Mozambique, South Sudan, Togo, Kiribati, Marshall Islands, Federated States of Micronesia, Myanmar, Solomon Islands, Tuvalu, Kosovo, Haiti, Yemen, and Afghanistan. The amount requested totaled $370.8 million.

The Fourth Call for Proposals for GAFSP closed on January 9, 2017. GAFSP received complete applications from 22 countries: Bangladesh, Burkina Faso, Central African Republic, Djibouti, DR Congo, Ethiopia, Guinea, Guinea-Bissau, Guyana, Haiti, Liberia, Madagascar, Mauritania, Mozambique, Myanmar, Nepal, Rwanda, Sao Tome and Principe, Senegal, Tanzania and Tonga. The amount requested totaled $707.3 million.

Third Call (2013)
The Third Call for Proposals closed on June 5, 2013. GAFSP received complete applications from 20 countries: Benin, Burkina Faso, Côte d'Ivoire, Ethiopia, Ghana, Guinea, Kenya, Mali, Mauritania, Mozambique, Uganda, Zambia, Bhutan, Kyrgyz Republic, Lao PDR, and Timor-Leste, Guyana, Honduras, Nicaragua, and Yemen. The amount requested a total of $732.8 million for country-led agriculture and food security projects.

Second Call (2012)
The GAFSP Steering Committee held the Second Call for Proposals from January 10, 2012 to March 31, 2012. A total of 18 countries submitted completed applications and 6 were selected for funding on May 23, 2012. GAFSP received complete applications for the Second Call for Proposals from: Benin, Bhutan, Burkina Faso, Burundi, the Gambia, Ghana, Honduras, Kenya, Kyrgyz Republic, Lao PDR, Malawi, Mali, Mauritania, Nicaragua, Niger, Senegal, Tanzania, and Yemen. The total amount requested was US$ 736.3 million.

The GAFSP Steering Committee launched the first Call for Proposals on May 21, 2010, to all IDA countries that were not in non-accrual status. The first Call for Proposals had two deadlines: June 14, 2010 and October 1, 2010. A total of 26 countries submitted completed applications and 12 received funding. Successful countries, who applied by either deadline, were awarded funding in June 2010, November 2010, or June 2011. The first Call for Proposal officially closed with the June 2011 allocation.
